Named for the two natural lava steps that serve as your entry point into the water, Two Step on Honaunau Beach Road is hands down the best shore snorkeling on the Big Island's Kona Coast. The water is ridiculously clear with incredible visibility on calm days, and the reef drops off dramatically just offshore into an underwater cliff packed with tropical fish. Spinner dolphins regularly cruise through the bay — some visitors say it's their favorite snorkel spot in the world.
This isn't a sandy beach situation — you're entering off lava rock, so bring reef-safe shoes and maybe a cushion to sit on the flat rocks. The marine life is so spectacular it doesn't matter. Right next door is Pu'uhonua o Honaunau National Historical Park (Place of Refuge), a sacred Hawaiian site that's worth exploring after your snorkel session.

Enter only at the actual "two steps" on the south side — they can be slippery so go slow. Bring your own gear and water shoes for the rocks. Pay $5 for the private lot right across from the beach, or park free along the road above (but expect a longer walk).
